Capper
ARTHUR, an American public official, born at Garnett, Kan., July 14, 1865. He had a high-school education, and began work as a compositor on the Topeka "Daily Capital" in 1884, serving on the paper in various capacities until he became its proprietor in 1892. He also owned several rural papers and magazines. He was elected Governor of Kansas in 1915, and served until 1919, when he became United States Senator, his term expiring in 1925.
