Kellogg (FRANK BILLINGS United States)

FRANK BILLINGS, United States Senator from Minnesota; born in Potsdam, N. Y., in 1856. In 1865 he removed with his parents to Minnesota, where he received a common school education. He studied law and was admitted to the bar in 1877. He served as city attorney for Rochester, Minn., and as county attorney. In 1887 he removed to St. Paul. He was special counsel for the United States against the paper and Standard Oil trusts. He was also counsel for the United States in the cases against the Union Pacific and Southern Pacific railroads, and for the Interstate Commerce Commission in the investigation of the Harriman railroads.

He was elected United States Senator from Minnesota in 1917. He took an active part in the discussion of the League of Nations Covenant and the Treaty of Peace in the Senate, and was an advocate of "mild reservations." He candidate for the presidency in 1920. was mentioned as a possible Republican
