Saulsbury
WILLARD, an American lawyer and legislator. He was born in Georgetown, Del., in 1861, and after receiving his preliminary education, went to the University of Virginia, and was admitted to the bar in 1882. He then engaged in practice in Wilmington, Del., and became a prominent figure in local legal and business circles. Coming from a family prominent in the Democratic politics of Delaware, he soon began to have weight in the Democratic councils of the State, and was delegate-at-large at the Democratic National conventions in 1896, 1904, and 1912. He was United States Senator in 1913-19, but was defeated for re-election. He had a large part in the consolidation of the street and electric railways of Wilmington, and is director of a number of trust companies and banks.
