1921: AGRICULTURAL RELIEF.) RUSSIA. British-Soviet Trade Agreement signed at London, March 16, 1921. Blockades removed. Propaganda forbidden. Either party free to have trade representatives in other country. German-Soviet trade treaty signed May 6, 1921. Russian Soviet's request for trade agreement with U. S. rejected in note of Secretary Hughes (March 25). Famine conditions. On July 13 Maxim Gorky sent appeal for help to Europe and America. Secretary Hoover replied for American Relief Administration. Help would be given, but the Soviet government must free all Americans in Russian prisons and must not interfere with relief officials. December 23, an American appropriation of $20,000,000 for Russian relief was signed by President Harding.

On December 24 the Soviet government voted to contribute $10,000,000 to purchase food in the U. S. and was granted permission to send purchasing agents.

Director Haskell reported in January that children were being saved in Saratov, the worst famine district, and that steps were being taken with the American Government appropriation to reach adults as well.
