Stuart
HENRY CARTER, an American public official, born at Wytheville, Va., in 1855. He was educated at Emory and Henry College and at the University of Virginia. In 1875 he entered business. After serving as a delegate to several Democratic National Conventions, he was from 1903 to 1908 corporation commissioner, and from 1914 to 1918 Governor of Virginia. During the World War he served as chairman of the National Agricultural Advisory Committee. In 1918 he was appointed by President Wilson a member of the commission investigating the packing industry. He also was a member of the Price Fixing Committee of the War Industries Board and in December, 1919, served as a member of the President's Industrial Conference.
