Commune

in France the smallest division of a province or department. It corresponds to our township, and to the English parish. Each commune is in a measure independent, and is governed by its own council and a maire, or mayor. The communes vary greatly in population from a few dozen in a thinly populated, mountainous district up to the commune of Paris with its millions.
