CHARLES PATRICK, American educator and statistician, born in Rock Island, Ill., 1865; graduated from Georgetown University; became instructor in Notre Dame University; head of economic department of Catholic Uni- NEILSON versity, 1897-1905; was assistant recorder for Anthracite Coal Strike Commission; appointed Commissioner of Labor by President Roosevelt, remaining as such under Taft and Wilson; resigned in 1913 to organize the Labor and Welfare Department of the American Smelting & Refining Co., New York City. In 1915 he went to Washington to organize a bureau of information for the Southeastern railways.
