FRANCIS, a Roman Catholic delegate; born in Merciano, Perugia, Italy, July 21, 1831; was educated for the Church; appointed Professor of Dogmatic Theology at Urban College of the Propaganda, Rome; and was made archbishop in June, 1888. He was created president of the Academy of Noble Ecclesiastics; represented the Pope at the centenary of the Roman Catholic hierarchy in the United States in 1889; and was appointed the first apostolic delegate to the United States in 1893, continuing until 1896. He died Jan. 8, 1910.
