Tacna-Arica Dispute

concerning the districts of Tacna and Arica lying between Chile, Bolivia, and Peru. The territories were ceded by Peru to Chile at the end of the Chilean war of 1883, but with the understanding that a plebiscite was to be held in ten years to determine their ultimate ownership.

Owing to disputes in regard to the plebiscite, it had not been held up to 1922. Bolivia had also been engaged in the war with Chile, and a treaty growing out of that war was ultimately signed in 1904, Bolivia receiving under this treaty and subsequent agreements an outlet to the sea through the port of Arica in return for the definite cession to Chile of the long-disputed province of Antofagasta.
