LONG-DISTANCE 43 the question of Tacna-Arica there, but League of Nations Assembly brought up the question of Tacna-Arica there, but afterward withdrew the request for its consideration. In 1921 the Bolivian delegates requested that the treaty of 1904 be revised under that section of the League of Nations Covenant which says The Assembly declared that it had no sideration of treaties endangering peace.
The Assembly declared that it had no likewise withdrew her demand. On Dec. 12, 1921, a Chilean note to Peru proposed the opening of negotiations in regard to the holding of the Tacna-Arica plebiscite, but Chile denied Peru's demand that the entire treaty of 1883 be reopened and also denied the claim of Bolivia to have a voice in the negotiations. On Jan. 17, 1922, the United States Government extended in- vitations to Chile and Peru to discuss the matter of the plebiscite in Washington.
Both states accepted two two days later.
