Terauchi
FIELD MARSHAL, COUNT SEIKI, a Japanese statesman; born in Choshu, in 1852, and a member of the famous Choshu clan, of which Prince Ito and Prince Yamagata were also members. He died in Tokio, in 1919, his death being reported a month before its actual occurrence, on account of the state of unconsciousness which preceded it. He entered the army in 300 TERCENTENNIAL EXPOSITION 1871, and rose rapidly in rank, becoming a major in 1879. For a short period he went abroad and studied the military systems of France and Germany. In 1882 he became secretary to the Minister of War. In 1897 he was made Inspector- General of military education. During the war against Russia, in 1904-1905, he was Minister of War, and the remarkable efficiency shown by the Japanese armies in the field and their systems of supply was largely due to the administrative skill of General Terauchi. After the war, he was sent to Korea to administer that country as a Japanese dependency. In 1916 he became Premier, which post he held until 1918, when he and his whole cabinet were compelled to resign on account of their reactionary policies.
