90,815 persons under arrest for various crimes and misdemeanors. The number undergoing sentences of hard labor was 6328, of whom 5123 were in Siberia; there were 3764 convicts in the island of Sakhalin. In the year 1885 there were in all 4,597,411 births; nearly a fourth of the children dying in their first year. The rate of illegitimacy was only 2.8 per cent. The deaths in the same year numbered 3,291,824, more than half being of children under 5 years of age. The death-rate in European Russia is 35.1 per 1000, The yearly increase of the population is a little over I per cent. Of the 21,028 deaths by "accident" or misfortune, 8313 were by drowning, 1230 persons were frozen to death, and 911 were suffocated. The yearly contingent of recruits (1888) is 250,000 men for the active army. The division of these recruits according to race gives an idea of the varied ethnology of the Empire. The bulk, 74.6 per cent., are Little and White Russian, 7.6 per cent. Poles, 4.4 Jews, 2.6 Lithuanians, 2.0 Tartars, 1.6 German, 1.5 Letts, 1.3 Bashkirs, 1.1 Livonians, 1.0 Moldavians; the rest Moldvanians, Wotzaks, Chermessians, Bulgars, Karelians, Greeks, Czeehs, Georgians, Circassians, Lapps, etc. Nearly three-fourths of the recruits (73.4 per cent.) can neither read nor write. In the year in question only 724,878 Russians crossed the frontier, going and coming. Of the 668,377 foreigners who arrived in Russia, 405,342 were German, 190,543 Austro-Hungarian, 27,156 Persian, 14,274 Turkish, and 13,445 Roumanian.
