Bavaria, Saxony, and Wurtemberg are governed by kings. Baden, Hesse-Darmstadt, Mecklenburg-Schwerin, Mecklenburg-Strelitz, Saxe-Weimar, and Oldenburg are grand duchies. Brunswick, Saxe-Meiningen, Saxe-Coburg-Gotha, Saxe-Altenburg and Anhalt are duchies; there are seven minor principalities, one Imperial territory (Alsass- Lothringen), and two free cities-Bremen and Lübeck. The emperor has the power of declaring war and making peace, and concludes all alliances and treaties with foreign powers.
