POLITICAL DIVISIONS. - The States of the first rank comprise the Empires of Russia, Germany, and Austro-Hungary; the kingdoms of Great Britian and Ireland, and of Italy; and the Republic of France. In the second rank are the Turkish Empire and the Kingdoms of Spain, Sweden and Norway, Denmark, Belgium, Portugal, and Holland. The Republic of Switzerland and the Kingdom of Greece stand in the third rank, while Roumania, Bulgaria, and the remaining Principalities or divisions of the Danubian Provinces, with the petty Republics of Andorra and St. Marino and the still more petty Principality of Monaco, bring up the rear.
