1921: AGRICULTURAL RELIEF.) RE RUSSIA. British-Soviet Trade Agreement signed at London, March 16, 1921. Blockades removed. Propaganda forbidden. Either party free to have trade representatives in other country. German-Soviet trade treaty signed May 6, 1921. Russian Soviet's request for trade agreement with U. S. rejected in note of Secretary Hughes (March 25). Famine conditions. On July 13 Maxim Gorky sent appeal for help to Europe and America. Secretary Hoover replied for American Relief Administration. Help would be given, but the Soviet government must free all Americans in Russian prisons and must not interfere with relief officials. December 23, an American appropriation of $20,000,000 for Russian relief was signed by President Harding. On December 24 the Soviet government voted to contribute $10,000,000 to purchase food in the U. S. and was granted permission to send purchasing agents. Director Haskell reported in January that children were being saved in Saratov, the worst famine district, and that steps were being taken with the American Government appropriation to reach adults as well. It is presided over by a chief, who has under him a number of skilful detectives, who are stationed in various parts of the country or assigned to special fields of operation on occasions of emergency.

What Has Changed in the Last Century
All three of these fragments have been overtaken. Collier's 1921 account of the Russian famine ends mid-crisis, with Hoover's American Relief Administration just beginning work; the ARA went on to feed millions before winding up in 1923, the USSR was formally constituted in December 1922, Washington withheld recognition until 1933, and the Soviet state dissolved in 1991. The Treasury bureau whose "almost sole object" was chasing counterfeiters is the Secret Service, which by then had already begun guarding presidents after McKinley's murder in 1901; protection became its defining task, and in 2003 it left the Treasury altogether for the new Department of Homeland Security. And the cross-reference to "United States in the World War" now needs a number: after 1939 that war became the First World War.
