Sutherland (GEORGE Associate Justice)

GEORGE, Associate Justice of the United States Supreme Court, was born in Buckinghamshire, England, March 25, 1862. He received an academy education and was graduated from the law school of the Uni- TACNA-ARICA DISPUTE.

TIDAL WAVES versity of Michigan in 1883, being admitted to the bar in Utah shortly after his twenty-first birthday. He was a member of the first Utah Senate in 1896.

In 1901 he was elected to Congress and served one term in the House of Representatives, declining renomination and being chosen Senator the following year.

After serving two terms in the Senate, he was defeated for reelection in 1916.

In 1922 he represented the United States in the Norwegian war shipping contracts case before the Hague Court of Arbitration. He was appointed to the Supreme Court by President Harding September 6, 1922. Former president of the American Bar Association (1916).

T A protocol was signed July 15, 1922, providing for arbitration of the unfulfilled clauses of the treaty of 1883 (see p. 42) by the President of the United States: (1) The latter to determine first of all whether the original treaty clause providing for a plebiscite in the disputed provinces should still be carried out under the altered conditions; (2) in case of an affirmative answer being given, the President to prescribe the rules governing the voting; (3) in case he decides against the plebiscite, a new conference between Chile and Peru to be called. Ratifications of the protocol were exchanged in Washington early in 1923.
