IGNATIUS others throughout the world protested against these trials and convictions.

Trade agreements were made with various countries during the year. On January 8, the Danish Government decided to ratify a trade agreement. Efforts to bring about a more conciliatory attitude toward Russia by the United States were continued during the year without success. On July 22, Secretary Hughes declared that the aims of the Soviets still included world-wide revolution and that property rights were still ignored. For these reasons he refused to entertain the suggestion of the reestablishment of diplomatic relations. Further efforts on the part of the Russian Government were again rebuffed in December, when Secretary Hughes revealed orders issued by the Third Internationale for bringing about revolution in the United States.
