Entering

To enter a vessel the master must report himself upon arrival to the customs officials, and furnish them with a manifest setting forth all the details of his vessel's cargo, and to this paper the master must take oath, and the vessel shall not be considered as being regularly entered until the manifest has been accepted by the collector.
